Member since 1987, Terence Joyce has guided Local 310 as Business Manager since 2011. Earlier he served as Secretary-Treasurer, Field Representative, and Auditor. Outside the local, he chairs the Cleveland Building Trades Council and sits on the board of the Ohio BWC.

Tom Byrne, a Local 310 member since 1979, became Secretary-Treasurer in 2018 after decades of leadership—as President (1996-2012), Executive Board member, Organizer, and Field Representative/Dispatcher. He has overseen crews on many of Cleveland’s major construction projects and represents the local on multiple district-council delegations.

Sean Campbell joined Local 310 in 1996. He moved into leadership as Field Representative and Dispatcher in 2015. Sean sits on the Scholarship Committee, has ten years’ experience as a Union Steward and Labor Foreman, and volunteers on the Ohio Housing Finance Agency board.

A member since 1990, Kevin Clegg became a Field Representative in 2007 after earlier roles as Auditor, Union Steward, and Foreman. He represents Local 310 at the Cleveland North Shore Federation of Labor and continues to advocate for members on job sites across the region.

Michael Finley has been with Local 310 since 1997. Appointed Field Representative and delegate to both the Cleveland Building Trades Council and Laborers’ District Council in 2021. Michael brings 15 years of steward experience and has led crews as Foreman and General Foreman; he also supports workforce-development initiatives with Cleveland Builds, and is a board member for both Cleveland Builds & the ACE Mentorship program.

John Soeder became a member in 2003 and has held multiple elected posts, including President of Local 310 in 2020. Appointed Field Representative and Dispatcher in 2021, he draws on 15 years as a Union Steward, plus foreman experience, to manage manpower requests and support members in the field. He became the Apprenticeship Coordinator in 2022 and currently also serves as a Parma City Councilman.
